You're thinking of the south, where a history of trading relations with the West has indeed turned many of the locals into passive bananas who can't drink or fight to save their lives. A culturally pure northerner would kick your ass in a heartbeat though.

No, they only sound like pirates. Their lungs are too polluted to put up any sustained resistance. After one or two kung fu moves, they collapse to the ground--heaving for fresh air but only getting government-provided pollution.

No wai~! Authority to conduct business on a large enough scale requires bribes, inside connections, and what have you. Therefore, government-provided pollution. They essentially own the land anyway.

Beijing has bad air pollution, everyone knows this. However, the pollution is not due to industry inside Beijing. The Beijing local authorities introduced relatively strict pollution regulations a while ago, driving the heavily-polluting industry out of the city. It now occupies the neighboring provinces, where it is not as heavily regulated and continues to pump out pollution for the wind to carry across to my neighborhood and fill my little lungs up with. The looser the regulatory environment, the more heavily-polluting the industry.

Kinda like how there are few bars in the US where you can walk in an be served fake alcohol, but plenty round my way. It's like this because the regulations here are more freely ignored (and thus, in effect, don't exist). The upside: things are significantly cheaper. The downside: things are significantly riskier.
