I don't think the government in Philadelphia (or Pennsylvania or the United States) is doing it. I think it's more the private businesses buying out folks. Ten or more years ago, a lot of the communities right near the University of Pennsylvania and Drexel University were getting their homes purchased by either the universities or businesses that set up shop right near the campuses. I know a lot of local residents had an issue with it but nothing went in their favor.
