Under Michigan law, all of Wayne County's records now have to be remanded to the Michigan Elections Commission who must decide by November 27 whether or not to certify them. If it determines the results are uncertifiable then the statewide results cannot be certified and the Senate and House of Representatives of Michigan are to convene and select, in joint session, the winner of the election from among the two persons receiving the greatest number of votes in the unofficial results.

Currently, the Michigan Legislature has 80 Republican members and 68 Democratic members. The two candidates receiving the greatest number of votes in the unofficial results are Donald J. Trump and Joseph Robinette Biden III.

That sounds like Wisconsins rules. If it was .25% margin the state pays, if it's 1% or less a candidate can ask, but has to pay 3 million dollars to have it done.

In short it's 50 little countries right now that each have their own rules.

As Saxi has already alluded to though, the recount results themselves don't matter much because no one things the recount is going to change the results, the trumpians just want 'no official election winner' at certification time in enough states that neither biden nor trump reach 270 and no one wins. I think the only state where the % margin is really close enough that it could flip in a recount is GA, everywhere else it's just about trying to stop the state from certifying a winner before the deadline.
