Sampaoli had his first tittle with U de Chile in 2011, he jumped to la Roja after a succesful year (1 year) with U de Chile. Chile has an excellent generation of players that showed it one again, after Sampaoli left, they won again the America Cup. Sevilla is full of good players and is the Europa League champion of the last two years, so he being second place of La Liga right now doesn't mean much.
Maybe Sampaoli really is a good coach, it's just not possible to say right now.
