The message you stated in the OP is a forum thing to prevent bots posting a bajillion messages in a very short amount of time.

I've also been getting this a lot for the past 2 days, but that's probably because of RT Mafia and such.

anyway, you're getting the message b/c twill tweaked the min. times for forum stuff like that until the server issues are worked out. So bear with it for now.
