A lot depends on the room; the location of doors ande windows the amount of wall space taken up by various things.
Three colors of blue sounds like something you would do in a college dorm. I''d stick with one color blue and an accent color, so you have two (or possibly three) but the walls would look more or less the same.
Some people like pure primary colors, I tend to like blends. A touch of green in the mostly blue can be used to good effect. Complementary shades off of this can be used for accents. Faux techniques can add false texture to the surface of the wall.
Remember the opposite of Blue is Yellow, and as you shade blue towards the green side, yellow (which is on the color wheel between red and green) shaded towards the red side can be "gold." Probably not an idea for the paint itself, but for objects around the wall.
