The blues can be quite vindictive:

The Blues (Billie Holiday for example) aren't depressing if you're in the right frame of mind and just fancy something slow to listen to, so you can chill out etc.
If you've just split up with your partner - Blues will make you depressed, but that's not always a bad thing if you want to have a good cry to get it out of your system
It's horses for courses.
Blues for chillin out, House music for dancing, Country music for reaching for the tuning knob on the radio.
Without Blues, We wouldn't of had Soul, Rock n Roll, R&B.... modern music as we know it.
We wouldn't of had the Stones or Hendrix.

Not really a relaxing, "chillin' out" song; but very much "The Blues".
The Blues is all about emotion. Not necessarily about its lyrics or tempo.
+1 concerning the blues spawning rock-n-roll, soul, and much more.
But Jazz started it all.....

Her version of Gloomy Sunday is so very depressing.
