If it says
OS Required: Microsoft Windows 98, Microsoft Windows 2000, Microsoft Windows Millennium Edition
Does that mean that Windows XP can use it, or not?

Yes, it can. Most likely, anyway... Like, 95% most likely...

If something won't run, there's a fairly simple way of getting the machine to run stuff for old windows versions.
I don't remember exactly where you find it, but ask the machine for help and you'll find it in a few minutes.
Someone else may be able to point you straight there.

Right Click, Properties, Compatibility or something like that...

go to "help & support", search for "getting older programs to run".

This is correct... you would right-click on the desktop icon for the program under question, click properties, and go to the compatibility tab. Select the compatibility mode option and choose which Windows version you want XP to pretend to be. (I recommend 95.)
