Each team should be composed of a minimum of 8 players and a maximum of 12.

And that the additional trips only acts as a tie breaker (=1 pt)?
(because if it's 2 pts, a tie is still possible )

A tournament worth its salt to crown the best in a 'World Cup of Risk' can neither be brief nor easy. You do a great disservice to those who worked so hard to see it to the finish (to groovy...eternal respect).

Playoff system is part of every World Cup. If you watch football you surely know that. So claiming that its unfair shows how little you know about Football. Maybe Cricket is better suited for you
