It comes from a dog-food commercial I vaguely remember from before most of you were born. Probably for (one of) the first one(s) "specially formulated for older dogs." It went something like: "Charlie here is 10 years old -- that's 70 in 'dog years', so he needs special nutrition..."

The OED has the following entry:

dog year

n. orig. N. Amer. a notional unit of time (typically reckoned as 1/ 7 of a year) based on the supposed ratio between the average lifespan of a dog and that of a human; (hence, in pl.) a (seemingly) long time (cf. dog's age n. at Compounds 3d).

1938 T. White Puerto Rico & its People xxiii. 285 Perrito Blanco was taken on board the cruiser, introduced to new quarters, and there for many a year as dog years count, he remained in naval service.

Some idiot thought his dog should live equally long as humans. Unfortunately the orbiting speed of the earth around the sun does not agree.

They are, but "year" is not defined by the length of telomeres.
