You've found the right place. Generally, people will make a post in this forum stating their intentions to create a tournament. All tournaments are open to all players.
Simply click on their post, read the details explaining how it will be run and the other details. If you think it's a tourney you might like to play in, write a post within that thread saying "Count me in!!!", or something of that nature.
The tournament host will do the rest. Have fun.
