Surrender?

I bet this has been brought up before but I can't find it so I am asking anyway. Why is there no surrender button? There have been many games where the drop gives it to one player or the other. Why must these games be played out?

It's not that I would just quit with each bad drop. But there are times when the game is over. Example: Great lakes map. Head's up play. We battled for 9 turns or something like that. After the first turn my opponent had 2 bonuses and I had lost an attack 7-2, thus allowing him to retain the extra troops. It took him 9 more turns to weed through all the neutrals to kill me off. I never gave up that game but was defeated none the less. On that game, I would have preferred a surrender button.
