The B&W isn't supposed to be a clue, I have another like it, and I believe they're publicity stills.

I was clueless before, now I'm confused and clueless.

So are both pictures screenshots from the movie, is one of them but the other isn't, or is neither of them?

If the b/w picture isn't a clue, why post it at this point?

I feel like this movie has John Belushi in it.

This isn't "Ishtar" with Beatty and Hoffman is it?

They're all from the movie, but the B&W would have been taken by a photographer on set for use in other media. So I probably should have said 'it being in B&W'.

Eh, I believe Jim Belushi had several movies early on in his career involving Russians?

It is not Ishtar. It was in fact quite popular, in it's homeland, and could even be called an archetype of it's (sub)genre.
