Hard to get 21 players, especially with the amount of games going on. It's kinda like the stock market. There are times to buy and times to sell, except in this diagram it's times to start games and times not to. Right now there are a lot of games going on and a lot of sign ups up. Not many games are ending (though once most of the players are gone it doesn't really matter much anymore). This isn't the prime time to be someone who wants a game to start up. However if there are few games in existence, an influx of players, and no games in sign ups then it'd be a really good time. For example when I made my first game there were 4 games going on at the time. 1 of them was just winding down (CURSE YOU INCAN! >:C). For 07 (though not yet at the time) that was relatively view games. Because this was 07 there was a CROWD of players just waiting to play. And I think I was one of two games in signs up. The result? For the 24 player game it took a grand total of 3 days to get filled. You can't get any game that large filled that fast anymore, much less from a first time mod. (Somehow two games later it only got worse as I had to scratch an originally planned 24 player game to 10 people) (Probably due to a large amount of sign ups and more games or stuff *shrug*)
So basically the equabirum is wack and people keep on making games thinking they'll fill (That in turn will make them fill at slower rates)
