One is Czech and the other from Netherlands. It doesn't look promising as a multi but maybe you want to dig further and try to make a case for secret diplomacy?

I am in one of those games. their gaming behavior is very suspicious. they have shared border... which for several rounds have been virtually unprotected. they attack others (like me) but not each other. If they have an alliance they should state it in game. I am convinced that they would not be playing the game like this unless they had some kind of an understanding to leave each other alone.

As of now we don't have enough strong evidence that these two have a secret alliance. For now, we can only note this report for future reference in case they get reported again.
