[GO] Minimum % of Turns Taken Restriction

Concise description:
    An option to select a minimum percentage of turns taken for those who want to join one's games.

How this will benefit the site and/or other comments:
    I don't care about the score/rank of people who join my games, everyone is welcome, but I hate deadbeats.

Does turn % predict deadbeating? It is really only a measure of past activity. I guess it is better than no prediction at all, but it isn't very accurate.

It's one of those things where it would be nice to have, but it would be under-utilized because it's not that huge of a problem (in my humble opinion). There are numerous other suggestions that people would like to see implemented before this. However, this is still a great idea.

I'm guessing that many, many deadbeats actually have a high turn percentage when joining games. How many times has the deadbeat been a new recruit in your games? These guys join the site, play a couple games then don't come back. I don't mind the option, but I don't know if you'd get a whole lot of bang for your buck if CC implemented this. I'd rather the powers that be spend time with other improvements

Its usually new recruits that deadbeat. It wouldn't be a bad idea, but people that started off deadbeating a lot in the beginning will already have a low % and takes a while to gain it back and just b/c they missed a lot before doesn't mean they would do it again. So it wouldn't be fair to those that started off bad but are doing good now.

If your % is low to start out its harder to build it back up and takes a lot of time. It would average itself out but if you have this as an option a lot or most people would make it a high % where people with the low % couldn't join. It's not a terrible idea, but my opinion I don't think it would be fair to those people with the low %
