so i think one should be alowed to ask for a aliance via p.m. then must post it in chat
this will help in the way that you wont have people targeting you becuase you asked for a aliance

No, this was cleared up a while ago as both players involved in the possible alliance has info (during negotiations) that the other players don't and they also will behave/play differently during their negotiations. Also having all negotiations in the chat assures that all terms of the alliance is disclosed to a much higher degree.
