I dont know about others but in my case i had made a multi account then got guested afterwards i made another multi because i forgot the password of my original account as well as the email i used to make it. Then when i got busted on that and wanted to keep playing i explained the problem and paid my way back into my first account. That is a legitimate reason for more than 1 multi in my opinion but it was kinda lenient. I agree in general that the rule is a joke however there are a few cases that aren't bullshit.
