Now that manimal has finally had his account banned, is he also IP blocked or can he still make multis?

What did he do to get banned? He signed up for my tournament, and I am having a hard time finding reserves.

he created about 50 multi accounts!

btw he has an ip address scrambler so he can still make multis

idk think its the 220ish? and thats not counting the countless number of peoples accounts I played.
