Cheapo models work with plastic. The professional ones can use metals.
Also, I remember reading about 3d-printers that can use living human cells as material. When they perfect the technology they can just print new organs for people who need them...

Anyway, there's such things as encryption and secure networks. If I really want to download a file without the government knowing about it there are ways I can do that.
