Well, it's not just the FDA in charge of your tax policy, so there's all those other kinks in the chain to deal with.
Another problem with bureaucracy and with your policy is that a priori they do not know what the future prices of legal meth would be, so how can they set the right price? (they can't).
And will the political process remain flexible enough to adjust prices to the more rapidly adjusting market prices? (doubt it)
And would they--which includes the politicians--be patient enough for those prices to emerge and then impose the proper tax? (doubt it cuz those politicians want other people's money to play with nao!!).
So, there's that.
