I previously argued that the TD's should actually have this power, especially if the player has left CC. As a TO, you've given up your right to ownership in this case. This policy should be looked at.
However, on a legal technicality, it does not say that an Admin cannot grant privileges. Hence, and admin could allow a TD take it on and see it to completion.
