Totally agree with Helix, capital regions should get their names from the cities. And yes, 5 neutrals are to high, I'd drop it to 3.

geographical order is to make easy for someone to find which region get which bonus
if you really want to keep your numeric order
then you have to put the names of regions on the map
so one can find what bonus you got when you hold Temes + Hunyad + Maros-Torda + Csik + Hàromszèk by example
because nobody is supposed to know its transylvania
and your colour code is to weak to make the link

With 40 starting regions i don't see big problems, except for games with 6 players (player will start with 6), but i can fix it later if it is a real issue.
I did some test with the bonus. With the current number only Bohemia could be a problem:
Results with 4 total regions and 3 required:
2 players --> 9% that A player will start with this bonus and 18% that ANY player will start with the bonus
3 players --> 9% and 28%
4 players --> 4% and 16%
All other results (see the spoiler)
If this is a problem i can change the bonus in 4 regions 4 required with the bigger percentage to start with a bonus around 1,56% (see the spoiler)
In this case i have to change the bonus value to +2? and in the same way galicia and transylvania +3?
