A lot of people believe in round limits. I'm not sure if I agree. I think it might make the problem worse instead of better. In the games I've played in with round limits, I find the strategy gets distorted. Some people play more conservatively, hoping to milk it until the round limit arrives. So far in this tournament 95% of the games ended in round 12 or less, and only one went past round 18.
I'll gamble that the one deadlocked game is an anomaly, especially since Phase Three is a Sunny phase. If we continue having problems we can still go to round limits, but for now let's take a chance and try it without for this Phase.

Remember that Phase Three has a double round of eliminations. I wrote all that, but then I started making the World 2.1 games, and I remembered reading that World 2.1 has a bad reputation for deadlocking even in Escalating, so I decided to put in round limits for the World 2.1 games anyway.
