Everyone just targets the name below them on the list. Lynch SKs.

Except nobody will do this. Because nobody will want to be found as SK. And since nobody knows whether they are SK, nobody should take the risk.
You are welcome to try, but know that I will lie. Every day.

So as town, you would play in a pro-SK way?
That's what I call a policy lynch-target.

I have a great quote from RainbowDash over at MafiaScum who spends almost all his time breaking Open Setups:
"Any town not organized to proceed with a highly organized plan doesn't deserve to win anyways"

I could eliminate any knowledge of me being SK by having my sister do the random.org target and pm and play as if I were town.
Why would I want to play a game where I can win 100% with a strategy that players are too obstinate to use, or ~100% lose because I have no information whatsoever to base my lynches on?
See Quantum Werewolf for an experiment very similar to this. However, the creator realized the importance of a cop if there are no hints about the scum.

Of the two options, I would pick the second. Also, ~100% in this case is around 87%.
It's a prisoner's dilemma. If the rest of the town plays according to your strategy, I can increase my personal winning odds by lying to town in order to determine if I am the serial killer. If the rest of town lies, I have no interest in playing along as that would put me in a position of disadvantage.
So there you have it. And sign up already.
