I agree with MoB's interpretation... either way its an extremely lazy way to go about things.

Specific map details are handled by the maps department. This is a good start, but Montreal works pretty nice. Much easier to attack downtown than the Throne in General.

How so? More territories attack the throne than downtown, and you generally have less territs in Montreal so you could easily get screwed by dice trying to get it away.
