Not sure where that was, but that's not explicitly against the rules, unless you were harassing somebody. Where did it happen?
The same guidelines for the forum apply to live chat. So no posting porn links, spamming, no bigotry, etc... As a common courtesy we ask you not to be TOO vulgar or over the top or annoying.
We can certainly look into adding "& Live Chat" to the forum guidelines, but barely anybody reads those as it is.

if your caps button is broken then hold shift so it still is little.
and if your shift button is broken too you can use alt codes.
if that is down too, you can copy paste small characters from somewhere, if thats broken too... get a new keyboard already.
Forum doesn't seem like the best place to put this info -- what about in instructions in beginning (simplified) or as a warning that shows up when you first log in to chat -- similar to advisement that you see when entering feedback
