That's true, although the hardest part will be finding someone with the software and motivation to actually make it.

OK, this may not be feasible, but we could have a Streets of LA Map, couldn't we? All the territories are streets or intersections, with regions cut off by the freeways. It could have a gang theme too, rival gangs trying to rule the streets. We could have a bonus system for having certain streets ...

Now this is way better than anything I would have come up with. The freeways are a good idea for borders; we could probably use the river as well, but it would be completely impassable, except maybe at bridge points or something.
