This is certainly a valid and popular escalating strategy, but kep in mind that if you wait to do this and keep all your territories defended your opponents are much more likely to go after the 1s and 2s on the board left over from the people who did try this strategy, leeving you with fewer losses ...

If you can't get Africa try for a good defensive position like Australia and stock pile your armies while everyone kills each other and spreads themselves thin. Make sure to grab cards every turn if applicable.

In the vast majority of situations missing turns is detrimental. You'll miss out on getting a card and or get your bonuses broken resulting in overall less armies than if you had made the turn.
