I agree that in a "real" fog of war game, you shouldn't be able to calculate how many territories anyone has. You should see things like:
Player nray has begun their turn.
Player nray has finished their turn.

At least, if you can't see anything. You shouldn't know how many troops they get or how ...

Why force a cap? Make the cap part of the map option. Some places could give +1 cap 6, others could give +1 cap 7... They are different types/levels of reinforcement.

I'd just like to say that making the game interface better is important. Whether or not BOB fixes some of the problems, having a bad interface scares a lot of potential players off before they could find BOB, and some people don't like to install addons...

Lots of people play scenerio-style games a lot. Axis and Allies, for instance. Tons of games don't have great random deployment options, and they can still be very popular.

I'm a programmer, and I don't think this sounds all that difficult. It could be done with almost the exact same system we use for troop bonuses... in xml:
