How about you get x seconds to start your turn, and then x minutes to play it?
For example, 30 seconds to start, and then 4½ minutes to play it. (In case it's not clear, after those 30 seconds have passed, it's the next player's turn.)

maybe you are judging reb just a tad harshly. He has played over 5000games, and wins more than 25% of his games. He is also ranked above cook. Maybe this was a situation where if reb's gamble had payed off he would have been a hero.
