I like the round robin then direct elimination format as well.
Pros: Allows for more games for everyone, which makes promotion to round of 16 less subject to dice and start, and pushes out the direct elimination to later rounds, that have slightly higher game loads (so a bit less randomness).

I feel like too many wars are already super close to bring the number of games in each war down and give luck an even bigger role than it has at the moment. Also, the closer a war is, the longer it might take to clinch the win, so having less games might lead to more drawn out wars and defeat the ...
