If you're in a Nuclear game where trading will help your opponent(s), I say it's completely fair to forgo your own fortification (which would help you) in order to prevent being forced to Nuke territories that just clears a path for an enemy.
Sooounds good haha. Like I said, I don't know anything about the mapmaking process, just figured because the Trench feature was working on every other territory/map I'm playing right now, it was specific to those regions on the Philly map.

Definitely not against the rules. Oxymoronic or not, military intelligence is a commodity. Restoring the balance of power (and tipping it in your favor) requires the effective use of diplomacy, which in turn requires whatever intel you have on your opponents.
