That really does not point to being a multi. The player is rather new and has not completed any games it could be that he or she is getting a feel for the site before playing. If the player is a multi it might be as a way to support another account in a forum section, but that seems unlikely.

Not at all, it goes both ways...s/he could be accused of being a dead beat because he hasn't taken any turns or could be praised for not missing any. For proof of Multi the mods should check if there are others joined the same time from same country and also suspiciously doing nothing...if two or more were not in similar multi games, it could suggest Secret Diplomacy as well i.e. they are both/all conspiring to NOT play without announcing that in the games they are not in...suspiciouser and suspiciouser!!!

Generally speaking, this kind of thing is a way for established players to come online, insult or troll others, and escape any damage to the reputation of their real character. So, it's not that different from people who build a multi so they can join someone's game and mess it up without any consequences.

One doesn't accidentally wander onto a gaming site, avoid the games, and head straight for the politics forum with the precision of a guided missile to start trolling people. Someone searching for "games" will go to a gaming site and play some games, before possibly exploring the rest of it. Someone searching for "politics forum" will find Usenet, not Conquer Club.

Probably not provable, unfortunately, but guaranteed this is a multi.
