Yes, but it shouldn't be some really strict sentencing.
Personally I wouldn't say they are morons as much as they are heartless debbie.
why shouldn't it be 'really strict'...teach some people that they need to help...save lives, makes my job easier...
and i do it because my mother and father work (or worked, in my fathers case) in the hospital...and i like having the flashy badge that i can walk around with and get into restricted areas...
5 people stepping over a person lying bleeding on the floor, is the worst case like this I've heard of. But what amazes me even more is that there are still places in the western world where failure to render assistance is not yet punishable by law.
