Someone suggested S. America should get three and/or Australia one bonus army instead of two, and I worked through what I thought were the reasoning why NEITHER SHOULD CHANGE.

Oceania has no good place to expand to. Taking Asia is often too difficult, and if you do manage to capture it everyone else will want to break the huge bonus. Therefore I think you need some extra motivation to take Oceania, because if it only had a bonus of 1 it would be virtually useless to hold. You wouldn't have any ability to expand, while the SA guy can just spread into NA and take both of those before you have a shot at Asia (that's usually the case anyway).
