DEVELOPING a fair scale is a pretty serious job, I agree. Though, IMHO - it's well worth it.
When it concerns APPLYING, i think 700 previous tourneys demand less than 100 working hours, maybe less than 50. Don't forget - you have to do the job for previous tournaments only ONCE! When you finish it, you'll never have a big problem again. And there are a special possibilities:
a) You can assign every organizer and every winner to do the job for their tourneys - TD-s should only check it.
b) Under certain circumstances, I'd accept to do the whole job alone. (APPLYING, not DEVELOPING)
So the only problem left is - to develop scales (one for organizing, one for winners). However, there are four TD-s; I doubt Optimus Prime would refuse to participate; I doubt Bald Adonis would refuse to participate... And there are many regular TO-s who'd also help...
All in all, this task in a whole seems pretty achievable to me.
