It depends on the mod - some hand their roles as they fit, but most use random.org to determine the roles (I think)
Randomness is the guideline, but sometimes I guess it's interesting to hand a certain role to a guy who knows how to use it. If for example all the "elder players" are town and the mafia is made up off a bunch of newbs I believe the mod should intervene, no matter the randomness. Or he could press the "random!" button on random.org again

I was in a game, like that except the town was all noobs and the mafia was elder players. The town lost on Night 1 because they all shot each other pretty much
