I really don't understand the difference from this "New World Order" from the current World Order - The UN. Or religion, for that matter.

Going from a 2 super-power world to a 1 super-power world is definitely a change that would require the institution of a somewhat new world order, if to do nothing more than fill the power vacuum left by the USSR.
