The map would be a series of city blocks in Berlin, during the final days of World War II. (Mind you, it could be any urban battle site, Berlin just sounds cool.)
The graphic look would be top-down of battered buildings, rubble filled streets, and useful locations like machine guns, etc. Barbed wire could be an obstruction, as well as burned out vehicles, etc.
Each block would be a continent, however interior walls would mean most buildings would need to be entered from seperate street entrances.
Second floors could be on a side map, with stairs for two way travel, and holes in some floors for top-down one way travel. (A third floor would be an option, but I think it would make for too large a map.)
Streets would be detrimental territories. (Negative to build.) As you need them to get to other buildings, people will still need to take these territories.
Machine guns would be in some intersections. They would be positive territories. Owning them all would be the same as a continent. (If possible, owning the appropriate machine gun could remove the street penalty for yourself.)
An option feature would be a Haupt Bahnhoff, or main train station. I envision this as mostly a way to move more quickly up one side of the map, but players could fight for the inside of a train as well. If you think the bombardment rules are worth using, there might be a piece of artillery on one of the cars, only accessible thru the train.
Personally I would suggest avoiding 'the Bunker'. Too sensitive for some, but it's an option. Obviously I'm not savvy enough to do the real work, and I don't expect to have a whole lot of say on the project, if it is deemed worthy.
Let me know if this is any good, I have other ideas I would like to push, if this one seems worthwhile. (This is my favorite though, plus I haven't seen any similar maps.)

It's a great idea, why don't you try to post an first draft? try http://www.photobucket.com or something to upload your picture? I think there will be map makers that want to try this map...I think I would like but I don't know if I have any time left...

As long as your picture is smaller then 1.5 meg they'll take it without messing with it.
Just use the direct link to image text at the bottom after you click 'host it'
