The circles means artillery unit which means you can only attack countries on the other side of the map but on same side of road.

So if the artillery unit is the Top-left corner, you can only bombard units in the Bottom-left corner. And by bombard, you can anhilate the enemies ...

I'm such a dirty player sometimes. I was stuck in a 3-way stalemate in a speed game. So after a while i told them i had to leave. The other players believed me so they wasted themselves on each other and i cleaned the house on my following turn. I didn't miss any turns.
