When someone pays to get premium he has to pay for it. That usually means he will take better care of his account, ergo not cheat. Also using billing information it is more clear you are dealing with one individual(and not a troop of multi's), sure there are ways around that too, but its there as an extra measure.
All in all, although it might seem unfair that the caught bad guys get another chance, its to promote fair play all across. Besides, why should cheaters not get a second chnce, as long as they never cheat again. Remember they were caught once, if they try it again, they wil most likely be caught again, so the deterrance is there.

He has to buy premium on one of the accounts. If he does that, then the one account can be used, the other one still cannot be used. My bigger question is, why do you care when a cheater is allowed back on the site? He cheated, why should he be allowed back, other than because that is the way the mods have set up the system?

i dont see why it matters that he used a multi to get points. if he was using it to mess up games with other people so that he could win then yeah that's not on, but getting himself promoted doesn't do anything to anyone else, it just gets him a better rank.

Thus, this does something to other players. Stop defending cheaters before you get yourself accused.
