I don't think anyone deadbeats on purpose, unless they're a multi. Most deadbeats simply don't manage their time well, and start games they later realize they can't finish. What was meant in Scenario 2 by "intends to deadbeat," was someone who realizes, 'hey, I won't be available next week. Sorry, but I'm going to have to deadbeat."
The only time someone plans a game intending to deadbeat is when their multis. I can't imagine there is any satisfaction or fun in intentionally screwing people's games; what do you do, sit there and laugh, watching people not take their turns? "Wow, haha, fun! I've been watching for 22 hours and
still no-one can go! rofl, whee!"
No, the vast majority of the time its people who realize that they aren't up for the added task of checking their computer daily. Some of them will press the 'quit' button, making things much easier on everyone else. And the abuse potential isn't any larger than current.
