In a war you can put an endless large amount of troops on specific locations. There simply aren't enough tents, barracks, houses to accommodate massive armies. So let's limit occupation to a certain value per region. For example, 10; This will also limit your deploy if you're not aggressive enough to conquer region to house them.
How this will benefit the site and/or other comments:
It will add an element of skills, you need to thin ahead or your deploy will be in jeopardy.
