I'm asking what the difference is between this and nuclear spoils. If they simply turned to neutral territories, wouldn't be the same as nuclear?

from what i can tell they become aggressive neutrals, attacking the territories next to them and advancing?

In Nuclear spoils, the territories nuked turn into 1 neutrals. Correct?
in this spoils variation, the territories cashed in automatically turn Neutral. So say you had 10 troops on X. Someone cashes in Territories X, Y, Z. That means your 10 troops on Territory X turn into 10 Neutral troops. Understand?
