abusive of rating people

so i have a question if some one who is new to cc and rates everyone in a game that he lost a one. should i report him?? he is a question mark but there was no reason for his rating a 1 to everyone one??? the game number is Game 5535355 the player left this and tagged us here http://www.conquerclub.com/player.php?mode=ratings2&username=Alloula can some one tell me what i should do thanks.

Let the mods deal with it... Make them determine what is an abuse of the rating system they have in place and to instruct proper use of it.
