But in a 2 player game, what justifies truly rating someone poorly? For instance I played this game with a player named Darthvadar:

We played about 3 consecutive rounds. Then attacks began.
09: 21: 24 - I began attacking neutrals. I waited for him to deploy because I had a few seconds to afford to wait and wasn't in a rush to move and leave like I normally have to do when I visit CC.

It was pretty funny but we had a good game going until then. He moved when he could, I moved when I could and there are no hard feelings if you can't play realtime games - afterall, you started a game for 24 hours right? I felt that that kind of chat was unwarranted.
So I wanted to see who here if you guys feel that it is justified to rate someone poorly if this scenario ensues:
a) Player 1 moves.
b) Player 2 moves
c) Player 1 moves again.
d) Player 2 moves again.
e) Player one has to leave and therefore does not move until they can return.
f) When they return and move, player 2 is not online (unfortunately) and so they do not get to deploy forces while player 1 makes their attack.
So really, the question is: Is it really "Cheap play" to only play the game casually? I played another game against player Brzl with a very similar issue. We deployed, we played, back and forth we moved and expanded. I came back later to move again and realized that he had taken the North America bonus. I busted his bonus and ripped it apart. As a result, he got about 5-7 less troops to work with as of his next deployment in order to respond to me.
What do you guys think? Where do you draw the fine line between "Casual play" and "Cheap play"?
If you take a bonus and your opponent isn't moving, do you automatically assume they are "intentionally waiting" for you to leave? Do you have a habit of demanding realtime games when you set up 24 hour play?
