Question Regarding Manual Deployment

In a freestyle manual game, does the person who deploys their troops and ends their turn first get to start the next round?

I haven't played very many manual games, but in the few I have played, every time the player who ends their turn first after deploying their initial troops seems to get the first turn. I imagine it's just been due to chance, but I can't say for certain.

I'm pretty sure it's all chance. I do know that the last person to deploy cannot go first.

In Manual Freestyle, the last person who deployed does have to wait until someone else starts to allow them to do so.
