what is a deadbeat?

I came across the term, but am not sure what it is. Is it someone who just pools all of their troops onto one country and doesn't do anything with them? just sits there and waits for everyone else to battle it out?

Deadbeat = someone who "deadbeats out of a game" = someone who misses three consecutive turns, and is then kicked from the game, their armies either turning Neutral, going to their teammate, or remaining "active" for points in terminator games.
