not able to post in forum

ok i posted in a forum today, and after wards i wanted to post again, and to my surprise i received the following message,

You cannot make another post so soon after your last.

when did this happen?

I think it's always been there...I think the delay is like 5 seconds or something like that. It's a very short time, unless THAT maybe has changed.
